Office of the City Manager
 


The Office of the City Manager is responsible for the overall administration of the city.  Serving as the chief administrative officer of the city, the City Manager is responsible to the City Council for the administration of all city affairs including, but not limited to the appointment and removal all city employees; supervision of all departments, offices and agencies of the city; and the enforcement of all laws, charter provisions, and acts of Council.  The City Manager is responsible for preparing the annual budget and capital improvement program, for preparing a complete report on the finances and administrative activities of the city yearly, and for keeping the Council fully informed concerning the operations of city departments and activities. 

The Office of the City Manager is comprised of four staff members including City Manager Jeffrey J. Broughton, Deputy City Managers William L. Sorah and C. Michael Sparks, and Executive Secretary Barbara Ryan.

The Office of the City Manager is directly responsible for the program areas of economic development and regional transportation planning through the Bristol Metropolitan Planning Organization (MPO).    Mike Sparks, Deputy City Manager – Development, is responsible for the direct oversight of these program

Bill Sorah, Deputy City Manager – Public Works, directs the Department of Public Works and its operations including the Divisions of Engineering, Public Services, and Utility Services.

 

Jeff Broughton was hired as city manager in September 2004.  His 30 years of municipal government experience includes service as city manager of Oak Ridge, Tennessee for nine (9) years and city manager of Henderson, Kentucky for seven (7) years.  Broughton also served in the cities of Decatur, Illinois and Centralia, Illinois.  Broughton earned a master's degree in public administration from Southern Illinois University - Carbondale.  He is a member of the International City/County Management Association (ICMA) and the Tennessee City Management Association.  Recognizing his professional education and experience, adherence to high standards of integrity, and commitment to lifelong learning and professional development, Broughton was designated as an ICMA-Credentialed Manager upon inception of the ICMA-RC program in 2002 and has continuously maintained this distinction through the present day.  Broughton and his wife, Regina, have three adult children.
